Taitara Mahi - Compliance Manager
Permanent Full-Time

We're looking for an experienced Compliance Manager to lead our environmental and building compliance functions. This is a significant leadership role where you'll ensure our regulatory responsibilities are delivered consistently, fairly and effectively, while balancing strong customer service with robust enforcement.

Reporting within our District Development and Risk Group, you'll lead a specialist team responsible for compliance, monitoring and enforcement across a range of legislation, including the Resource Management Act and Building Act.

Your work will include:

  • Leading Council's environmental and building compliance, monitoring and enforcement programmes.
  • Managing complex investigations and overseeing appropriate enforcement action, including prosecutions where required.
  • Providing leadership, coaching and technical guidance to compliance officers.
  • Ensuring investigations and enforcement decisions meet legislative requirements and recognised best practice.
  • Overseeing key compliance programmes including Building Warrants of Fitness, swimming pool safety and resource consent monitoring.
  • Managing Council's ongoing compliance responsibilities arising from Cyclone Gabrielle, including Voluntary Buy-Out restrictive covenants and emergency building placards.
  • Working closely with internal teams, legal advisors, external stakeholders and elected members to achieve positive regulatory outcomes.
  • Contributing to strategic planning, operational budgets and continuous improvement across the regulatory function.

This role is a balance of leadership and hands-on operational work, with some of your week spent out in the field supporting investigations, monitoring and compliance activities.

You'll be an experienced regulatory professional who understands that effective compliance is about balancing education, fairness and enforcement.

You'll also bring:

  • Significant experience leading complex compliance and enforcement investigations.
  • Previous leadership or management experience within a regulatory environment.
  • Experience preparing evidence and participating in court proceedings as a witness or prosecutor.
  • Strong knowledge of regulatory legislation and enforcement processes.
  • Excellent judgement, communication and relationship management skills.
  • The ability to confidently interpret legislation and make sound regulatory decisions.
  • A collaborative leadership style with a commitment to developing high-performing teams.

Experience working in local government or another public sector regulatory environment will be highly regarded.
