Hastings District Council is looking for a collaborative and results-driven Programme Delivery Manager – Transport Recovery to lead the delivery of critical transport projects that will strengthen and future-proof our community’s networks.
This is a rare opportunity to take on a high-impact leadership role within our newly established Programme Delivery Office (PDO). You’ll be at the forefront of delivering transport-related capital works—projects that enhance resilience and reflect best-practice asset management.
We’re seeking someone who leads with purpose, thrives in a dynamic and collaborative environment, and brings clarity and confidence to programme delivery. In this role, you’ll guide a skilled team, tackle complex challenges, and ensure alignment with HDC’s project management, procurement, and asset strategies.
As Programme Delivery Manager – Transport Recovery, you’ll oversee a portfolio of cyclone recovery projects, including slips, road rebuilds, culverts, and other critical works. Your team will provide effective programme and project coordination, manage risks and issues, and deliver outcomes that align with HDC’s policies and strategies.

To be successful in this role you will have:
- Bachelor’s degree in Civil Engineering, Project Management, Construction Management or related discipline (Master’s preferred) with 10 years experience.
- Membership to Engineering NZ, Apōpō, or Society of Construction Contract Practitioners (SCCP)
- Highly collaborative, with great communication skills to bring stakeholders together to achieve outcomes.
- A thorough understanding of NZ3910:2013 in the use of delivering construction contracts within a local government environment.
- Local Government Experience would be advantageous alongside knowledge of the local infrastructure market
- An In-depth understanding of site health and safety management practices and legislation
- Effective management and reporting skills, particularly in the areas of: scope, time, quality issues and risks
- Demonstrated leadership of people and projects, particularly within multidisciplinary or cross-functional teams.
- Exceptional communication and analytical skills.
- A passion for continuous improvement, service excellence, and the wellbeing of our district.
- PMP or similar certification
This role is part of the Infrastructure Group. The Group includes 3 Waters, Transportation, a Delivery Office and a professional services panel of consultants.
